#4 Make illegal

It is illegal to drive drunk, and more dangerous to use cell phone shouldn't it be illegal. I would hate to lose a child or spouse because a driver couldn't take 1 minute to pull to the side of the road to return a call or text another caller.

Both texting AND cell phone calls should be reason enough to warrant a pull over and ticket by the police.

Right on!! Cell phones are nothing but toys for people who feel the need to yammer non-stop. There are a host of distractions a driver faces but talking on a cell phone, and especially texting, are simply stupid. Pull over and talk or, wait until you get to your destination. 100% of your attention needs to be focused on driving safely.
